Definition

Community intelligence is a community’s capacity to transform distributed experience, knowledge, and difference into shared understanding and coordinated action while preserving accountability and plurality.

It is not the sum of opinions, the loudest consensus, a data dashboard, or an artificial-intelligence system. It is a civic capability.

Why it matters

No central actor can perceive an entire living nexus. Knowledge is distributed among residents, practitioners, institutions, ecosystems, records, sensors, and histories. Power is also distributed unevenly. Community intelligence provides the means to connect what is known, identify what is missing, interpret conflict, decide legitimately, act, and learn.

Without this capability, participation becomes episodic, expertise becomes detached, data becomes extractive, and the same failures recur without memory.

The intelligence cycle

1. Sense

Gather signals from lived experience, ecological conditions, operational data, history, and professional knowledge. Make it safe and practical to report weak signals, harms, and dissent.

2. Contextualize

Identify who produced the information, under what conditions, at what scale, and with what limits. Distinguish observation from interpretation and advocacy.

3. Deliberate

Bring relevant differences into a structured process. Deliberation should reveal values, tradeoffs, uncertainty, and power—not merely average preferences.

4. Decide

Use a method proportionate to the stakes and consistent with the Constitution. Record the decision, rationale, authority, dissent, and review conditions.

5. Act

Translate decisions into ownership, resources, timelines, and coordinated work. A decision without capability or responsibility is performative.

6. Observe consequences

Track intended and unintended effects, including effects outside the original boundary. Make results visible and interpretable.

7. Learn and repair

Update shared knowledge, change the intervention, repair harm, and preserve lessons in community memory. Then begin the cycle again.

Required capabilities

A mature community-intelligence system needs:

Knowledge architecture

Community knowledge should be organized as a traceable chain:

signal → source and context → interpretation → deliberation → decision → action → outcome → learning

Each link should remain inspectable at a level appropriate to privacy and safety. Summaries must not erase uncertainty or minority views. Sensitive cultural, personal, or ecological knowledge may require restricted access or community-held governance.

Roles

Roles may be combined in small communities but should remain conceptually distinct:

No automated system should occupy the role of accountable decision holder.

Technology and artificial intelligence

Technology may reduce barriers, connect knowledge, reveal patterns, simulate possibilities, translate language, and maintain memory. It must not be used to simulate consent, conceal authority, or replace relationships essential to legitimacy.

The goal is not maximum participation in every decision. The goal is appropriate, trusted, and effective collective agency.

Minimum viable practice

Any Nexutecture initiative should establish at minimum:

  1. an accessible signal channel;
  2. a public map of roles and decision rights;
  3. a decision and learning log;
  4. a regular review rhythm;
  5. a protected method for dissent and appeal; and
  6. a named repair pathway.

These elements form the social and informational foundation for adaptive living system design.
